Signing Ceremony of Cooperation Agreement on National Defense Education Training between Thu Dau Mot University and the Military School – Ho Chi Minh City Command

Attending the signing ceremony, on behalf of Thu Dau Mot University were Mr. Tran Van Nam, MA – Deputy Secretary of the Party Committee, Vice Chairman of the University Council; Dr. Doan Ngoc Xuan – Rector; Dr. Ngo Hong Diep – Vice Rector; and representatives of functional units. Representing the Military School – Ho Chi Minh City Command were Lieutenant Colonel Lieu Quoc Toan, Director – Rector of the Military School, Director of the Ho Chi Minh City Center for National Defense and Security Education; Lieutenant Colonel Le Duy Vu, Political Commissar of the Military School; along with representatives from specialized departments.
Based on the mutual agreement regarding the orientation and cooperation program in national defense and security education, under the witness of the leaders of both institutions, Dr. Doan Ngoc Xuan and Lieutenant Colonel Lieu Quoc Toan signed the memorandum of understanding, marking a new stage of development in the cooperative relationship between the two units. According to the agreement, the two sides will jointly organize training courses for students in accordance with the programs, content, and quality standards set by the Ministry of Education and Training and the Ministry of National Defense. Through this cooperation, students of Thu Dau Mot University will be equipped with fundamental knowledge of national defense and security, trained in basic military skills, and enhanced in their awareness of the rights, obligations, and responsibilities of citizens in the cause of national construction and defense.
Speaking at the ceremony, Dr. Doan Ngoc Xuan emphasized that the signing of the memorandum of understanding with the Military School – Ho Chi Minh City Command is an important step that lays the foundation for effectively implementing national defense and security education for students. At the same time, this cooperation provides an opportunity for Thu Dau Mot University to enhance the professional capacity of its staff and lecturers, while improving its training programs, facilities, and teaching methods in accordance with the standards of the Ministry of Education and Training and the Ministry of National Defense—thereby ensuring the quality of student learning and training.
“The companionship and professional support from the Military School will contribute to improving the expertise and professional competence of Thu Dau Mot University’s staff and lecturers, helping the university’s Center for National Defense and Security Education gradually promote its role and move toward autonomy in organizing, managing, and teaching national defense and security education in the coming time,” Dr. Doan Ngoc Xuan affirmed.
Also speaking at the ceremony, Lieutenant Colonel Lieu Quoc Toan stated that the Military School – Ho Chi Minh City Command is always ready to closely coordinate and provide comprehensive support to Thu Dau Mot University in organizing courses, professional training, capacity building for staff and lecturers, and sharing experience in management and teaching.
“With close, responsible coordination and a spirit of cooperation between the two institutions, national defense and security education at Thu Dau Mot University will continue to develop steadily, contributing to the training of generations of students with knowledge, discipline, and a strong sense of national defense,” Lieutenant Colonel Lieu Quoc Toan expressed his confidence.
Within the framework of the signing ceremony, leaders of the two institutions discussed in depth the organization and implementation of national defense and security education; the facilities and equipment serving training; and solutions to enhance the effectiveness of future cooperation. Both sides agreed on detailed directions for implementation, focusing on developing coordinated plans for each area of cooperation, clearly assigning focal points, establishing a regular information exchange mechanism, and periodically reviewing and evaluating results.
According to the agreement, national defense and security education courses for students will be launched from the 2025–2026 academic year at the Center for National Defense and Security Education – Thu Dau Mot University. In addition, the two institutions will expand cooperation in training and professional development for staff and lecturers, as well as in research and the development of a modern national defense and security education program suited to practical needs.
 
On November 3, 2025, Thu Dau Mot University and the Military School – Ho Chi Minh City Command held a meeting to discuss the implementation of a joint training program on national defense and security education for students.

Dr. Doan Ngoc Xuan, Rector of Thu Dau Mot University, delivered remarks on the key areas of cooperation between the two institutions.

Lieutenant Colonel Lieu Quoc Toan, Director – Rector of the Military School under the Ho Chi Minh City Command and Director of the Ho Chi Minh City Center for National Defense and Security Education, spoke about the organization and implementation of national defense and security education between the two units.

Under the witness of leaders from both sides, Dr. Doan Ngoc Xuan and Lieutenant Colonel Lieu Quoc Toan signed a memorandum of understanding on cooperation in national defense and security education training for students of Thu Dau Mot University.

According to the agreement, national defense and security education courses for students will be launched from the 2025–2026 academic year at the Center for National Defense and Security Education – Thu Dau Mot University.
